Why Is Mysterio Allowed To Wrestle In His Mask Again?

Dave Meltzer has shared the following on Twitter responding to a question from a fan regarding why Rey Mysterio is allowed to wrestle with his mask back on after losing it in WCW, something very uncommon in Lucha Libre:
